TerreStar Global Ltd. plans to build, own and operate the first next-generation mobile satellite integrated with terrestrial communications networks that will provide universal access and tailored applications throughout Europe over conventional wireless devices. TerreStar expects to offer customer-designed products and applications over a fully optimized 4G IP network.

On August 24, 2007, TerreStar Global applauded the European Commission approval of a proposal to select and authorize mobile satellite services at the pan-European level. The Commission decision advances the first-ever European wide licensing process for advanced communications services, such as high speed data, two-way voice, and innovative broadband and emergency communications applications throughout Europe.

If adopted by Parliament and Council, today's proposed new mechanism will ensure that there is one, not 27 markets in Europe for mobile satellite services. Stakeholders and Member States have strongly supported this proposal for EU-wide coordination because satellite communications reach across borders and significant economies of scale will result from consistent national authorizations throughout Europe.
